Environmental Planning (EnP) Licensure Examination 2015 Review

SEC. 15. Examination Required. - Unless provided otherwise under this Act, all applicants for registration for the practice of environmental planning shall be required to pass the professional licensure examination as herein provided, subject to the payment of fees prescribed by the Commission. Examinations for the practice of environmental planning in the Philippines shall be given by the Board at least once every year in such places and dates as the Commission may
designate in accordance with the provisions of Republic Act No. 898l.

SEC. 16. Rating in the Licensure Examination. - To pass the licensure examination, each person must obtain a weighted average of not less than seventy per centum (70%) and a rating of not less than fifty per centum (50%) in any examination subject.

SEC. 17. Subjects of Examination. - The licensure examination for environmental planners shall include, but shall not be limited to, the following:
(a) History, concepts, theories and principles of environmental planning;
(b) Environmental planning process, methods & techniques and strategies; and
(c) Environmental plan implementation, legal aspects and administration.
These subject areas and syllabi shall include topics and subtopics in' accordance with the syllabi or tables of specifications of subjects for licensure examinations by the Board in consultation with the academe and the APO. The subject areas and syllabi may be revised as the need arises to conform to changes and new developments brought about by trends in the practice of environmental planning.

SEC. 18. Qualifications for Taking the Examination.
Any person applying to take the licensure examination as herein provided shall establish to the satisfaction of the Board that he/she has the following qualifications:

(a) A citizen of the Philippines or a foreign citizen whose country or State has a policy on reciprocity in the practice of the profession;

(b) A holder of any of the following degrees from schools, colleges or universities duly recognized and accredited by the CHED:

1. A graduate in environmental planning, urban/city and regional planning, or town and country planning or its equivalent;

2. A Post-Graduate Diploma in Environmental Planning, city and regional planning or its equivalent, and with at least one (1) year of on-the-job training as required herein;

3. A Bachelor's Degree in Environmental Planning, city planning or urban and regional planning, or town and country planning, or its equivalent, and with two (2) years of on-the-job training as required herein;

4. A masters or doctorate degree in either architecture, engineering, ecology, economics, geography, geology, public administration, business administration, sociology, social science, law, environmental science, environmental management, development management, natural resources planning and development, and related disciplines acceptable to the Board, and with three (3) years of on-the-job training as required herein: Provided, That a person falling under this paragraph shall be allowed to take the licensure examination only within the next five (5) years from the effectivity of this Act; 

5. A bachelor's degree in architecture, engineering, economics, public administration, law, social work and community development or sociology and other related disciplines acceptable to the Board and with five (5) years of on-the-job training as required herein: Provided, That a person
falling under this paragraph shall be allowed to take the licensure examination only within the next five (5) years from the effectivity of this Act; and 

6. Incumbent holders of planning positions in the national, regional or local government offices or agencies including government-owned and -controlled corporations and have been engaged in development planning functions acceptable to the Board: Provided, That they are holders of
professional civil service eligibility and they have undergone at least eighty (80) hours of in-service training or distance learning in developmental planning from a government agency, school or institution recognized by proper authorities: Provided, further, That a person falling under this paragraph may be allowed to take the licensure examination only within the next five (5) years after the effectivity of this Act.

(c) Of good moral character; and
(d) Not convicted of an offense involving moral turpitude by a court of competent jurisdiction.
The on-the-job training required in this section shall be undertaken under the supervision of a registered and licensed environmental planner or the applicant's immediate supervisor in an agency or organization acceptable to the Board, which is engaged or involved in environmental planning functions or programs.

Application for PRC Board Exams

Online Application for Licensure Examination

Cognizant of the need to improve our frontline services, the Professional Regulation Commission has developed and implemented the Online Application System. The system enables applicants for licensure examinations to apply online, anytime and anywhere and take the licensure examination at the PRC testing centers indicated in their Application Forms.

For more information about the PRC Online Application System, you may contact the Application Division at tel. no. 3101027 Monday to Friday (8:00am to 5:00pm), except holidays. The PRC Central Office is located at P. Paredes St. cor. N. Reyes St., Sampaloc, Manila.

Documentary Requirements

1. Original and photocopies of Transcript of Records with Special Order and Date of Graduation, with scanned pictures and with remarks “FOR BOARD EXAMINATION PURPOSES ONLY”. Graduates of government schools and institutions/programs accredited by recognized accredited agencies under the FAAP are exempted from SO. Graduates of New Schools/Degree Programs must submit School Recognition and/or Permit to Operate.
2. Original and photocopy of NSO-issued Birth Certificate (if NSO copy is not clear, bring copy from the Local Civil Registrar)
3. For married females, original and photocopies of NSO-issued Marriage Contract (if NSO copy is not clear, bring copy from Local Civil Registrar)
4. Two (2) passport-size colored pictures with white background and complete name tag
5. Current Community Tax Certificate (Cedula)
6. Other specific requirements as required by the Commission or the Professional Regulatory Board.

1. Accomplish the one-page application form by filling out all of the blank fields in the application form. Fields marked with a red asterisk (*) are required. Submission will not be successful until all required fields are properly accomplished.

TIPS:

  • Use the scrollbar to select the desired option (ex. name of examination, date, place, etc.)
  • Click the magnifier  Search icon to search for specific information such as city/municipality, school name and degree/course. When the search result is shown, click on the desired information to select the same. Use simple keywords when searching (ex. to seach for Don Mariano Marcos State University-Bambang Campus, type "mariano" or "bambang").
  • Dates are entered in a specific format "mm/dd/yyyy" (ex. date of birth "01/30/1980")
  • For applicants without a middle name, just key in a period (.)
  • For SPLBE applicants without Cedula, you may use your passport number.


2. When the encoding is completed, click the Save button, and then OK. A notification message will appear on screen confirming that you have successfully submitted your application. A similar notification will be sent to your email (if you provided your email address).

3. Proceed to the nearest PRC Office and present all the documentary requirements for assessment, payment of prescribed fees and issuance of Notice of Admission (NOA), BEFORE the deadline for application.

The following basic documents must be submitted by all applicants:

Basic Documents

  • Photocopy of Transcript of Records (with or without scanned picture and remarks “For Board Examination Purposes Only”)
  • Photocopy of Valid Passport
  • Four (4) passport-size pictures with complete name-tag in white background

Original copies of the above-mentioned documents shall be presented to members of the PRC Examination Team for validation upon the latter’s arrival at the examination venues.

In addition to the basic documents, applicants must also submit the following to the Professional Regulatory Board (PRB) – Specific Original Documents:

For Architects:

  • Accomplished logbook for Diversified Experience for local/overseas experience (certified by mentor-architect) and/or Certificate of Related Work Experience for overseas experience signed by the employer(s) for a minimum of 3,840 hours. Scanned copies shall be submitted through email to the Board of Architecture for conditional approval.
  • Updated PRC ID of mentor, PTR, IAPOA
  • Affidavit must be signed and sealed by Architect-mentor


For Registered Master Electricians:

  • Certificate of experience on prescribed form (PRC Form No.104) certified and signed by REE/RME/PEE and Certification from the Company


For Certified Public Accountants:

  • Certificate of Completion for refresher course if applicable. Repeaters shall submit proof of most recent exams taken (NOA, O.R.)


For Nurses:

(First Timer)

  • BSN graduates under CMO No.14 S 2009 – Certificate of Undertaking signed by the Dean and Registrar, duly notarized
  • BSN graduates under CMO No.30 S 2001 – Original copy of the Summary of Related Learning Experience (RLE) and original copy of the O.R.-D.R. cases in the new format

(Repeater)

  • Basic Documents


For Dentists:

  • If applicant had not taken the Dentist Licensure Examination for five years and up – 6-month Refresher Course Certificate
  • If applicant had failed for three times – 6-month Refresher Course Certificate


For Master Plumbers:

  • For licensed or graduates of BSCE, BS Architecture, BSME, BS Sanitary Engineering and BS Mining Engineering – Transcript of Records and Photocopy of Valid Passport
  • For Registered Electrical Engineers (REE) or graduate of BS Electrical Engineering – 5 years of experience as Master Plumbers, Transcript of Records, Photocopy of REE if Registered Electrical Engineer
  • For High School Graduates – 5 years of experience as Master Plumber, High School Diploma and Photocopy of Valid Passport


Examination fees shall be paid and remitted by the applicant/examinee through the designated Land Bank of the Philippines (LBP) Overseas Remittance Offices (OROs).

RA 10609: Protection of Students’ Right to Enroll in Review Centers Act of 2013

President Benigno S. Aquino III signs Republic Act No. 10609, a new law which will prohibit higher educational institutions (HEIs) on forcing students to enroll on reviews centers before taking their respective licensure examinations. Under R.A. 10609, otherwise known as the “Protection of Students’ Right to Enroll in Review Centers Act of 2013”, higher educational institutions will be disallowed to compel their students to enroll on review centers chosen by the school.

REPUBLIC ACT NO. 10609 FURTHER RESTRICTS THE FOLLOWING:
HEIs should not make review sessions or classes a prerequisite or completion for graduation which will force students to pay for a certain amount of fee.
Note: Review classes are not part of the curriculum likewise the school’s choice of review center. Students may now freely choose their preferred review centers upon the implementation of this Act.

HEIs are also prohibited to withhold essential documents of the students like diploma, transcript of records, certifications, and other important school documents.
On a statement released by President Aquino on Tuesday, he said that:
the government must protect students against abuses of higher educational institutions over their right to choose review centers

Who are covered by this Act?

Republic Act No. 10609 covers all public and private higher educational institutions. This includes local colleges and universities which offer courses or college degrees that require professional licensure examinations.

What will be the punishment for violating Republic Act No. 10609?

Under this law, any official or employee of higher educational institutions such as the deans, professors, coordinators and other concerned school entities proven guilty of violating any of the provisions of this Act shall be sentenced with penalty of imprisonment from no lower than six months and one day to six years. The violator will also fine an amount of Php750, 000 and will be suspended in practicing her profession and will have his/her license revoked.

Here is the full text of the law:

REPUBLIC ACT NO. 10609

AN ACT PROTECTING THE RIGHT OF STUDENTS ENROLLED IN COURSES REQUIRING PROFESSIONAL LICENSING EXAMINATIONS TO ENROLL IN REVIEW CENTERS OF THEIR CHOICE AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. – This Act shall be known as the "Protection of Students’ Right to Enroll in Review Centers Act of 2013".

Section 2. Declaration of Policy. – It is the declared policy of the State to promote and protect the right to education as enshrined in the Philippine Constitution. While the State recognizes the complementary roles of public and private institutions in the enhancement and strengthening of the educational system, it is also the responsibility of the State to ensure the protection of students against possible abuses by Higher Educational Institutions (HEIs) in relation to the right of students to choose their review centers.

Section 3. Coverage. – This Act shall cover all public and private HEIs, including local colleges and universities, offering courses that require professional licensure examinations.

Section 4. Unlawful Acts. – In recognition of the student’s freedom to choose his/her review center, the following acts by HEIs shall be considered unlawful:

(1) Compelling students enrolled in courses requiring professional examinations to take review classes, which are not part of the curriculum, in a review center of the HEI’s choice;

(2) Making such review classes a prerequisite for graduation or completion of the course;

(3) Forcing students to enroll in a review center of the school’s choice, and to pay the corresponding fees that include transportation and board and lodging; and

(4) Withholding the transcript of scholastic records, diploma, certification or any essential document of the student to be used in support of the application for the professional licensure examinations so as to compel the students to attend in a review center of the HEI’s choice.

Section 5. Penalties. – Any HEI official or employee, including deans, coordinators, advisers, professors and other concerned individuals found guilty of violating any of the unlawful acts enumerated in Section 4 of this Act shall suffer the penalty prision correccional or imprisonment from six (6) months and one (1) day to six (6) years and a fine of Seven hundred fifty thousand pesos (P750,000.00). He/She shall also be suspended from his/her office and his/her professional license revoked.

In addition, the Commission on Higher Education (CHED) may impose disciplinary sanctions against an HEI official or employee violating this Act pursuant to Section 13 of Republic Act No. 7722, otherwise known as the "Higher Education Modernization Act of 1994".

Section 6. Implementing Rules and Regulations. – The CHED shall be tasked to issue the implementing rules and regulations of this Act within thirty (30) days after this law takes effect.1âwphi1

Section 7. Separability Clause. – Should any provision herein be declared unconstitutional, the same shall not affect the validity of the other provisions of this Act.

Section 8. Repealing Clause. – All laws, presidential decrees or issuances, executive orders, letters of instruction, administrative orders, administrative memoranda, rules and regulations inconsistent with the provisions of this Act are hereby amended, modified or repealed accordingly.

Section 9. Effectivity Clause. – This Act shall take effect fifteen (15) days after its publication the Official Gazette or in two (2) newspapers of general circulation.

Prayer for Preparation to Study

Grant me peace, O God, as I open my books and notes. Open my mind to Thy will, and may I dedicate these hours to Thy Son, Jesus Christ.

Offer me insight, O Lord, that I might understand these things, and see them as a part of Thy Kingdom.

Whether I have an exam or not, incline my ear to Thy word, and open my eyes to Thy presence. It is so easy to forget that Thou art with us.

Direct my energy to the accomplishment of Thy will for me, allowing my spirit to detect the direction in which I might best be Thy disciple.

Today I find myself immersed in words, sentences, symbols and equations – whatever language which my subject uses. May they speak clearly and with distinction.

May my desk be an altar where I may lay down my life through my efforts, and dedicate it all to Thee by quickening my knowledge for Thy will to be done. Amen.



Third Day of Exams

"When I look up at your heavens, the work of your fingers, at the moon and the stars you have set in place, what is a frail mortal, that you should be mindful of him, a human being, that you should take notice of him?" Psalm 8: 3,4 (REB)

Wondrous God, we look at Creation when we study, and see so much. We see the works of Thy fingers in the majesty of science and the arts, telling us that these are the implements by which we build Thy Kingdom.

We are in awe of the infinity of Thy universe, and seek to know as much as we are able. May the combination of all our minds open to us an understanding of the meaning of it all.Armed with this vision, may we explore the knowledge we have and use it wisely. In our examinations, may we display our knowledge with reverence and duty,

This powerful prayer is very effective in examinations. It has to be said before appearing in the examination. There are two variants to this prayer. Both the prayers are equally effective. You can choose any one of these:-

The Difference

I got up early one morning and rushed right into the day;

June 2014 Environmental Planning Board Exam Results

The Professional Regulation Commission (PRC) announced on Tuesday, June 17 that 88 out of 197 passed the Environmental Planner Licensure Examination administered by the Board of Environmental Planning in Manila this June 2014.

Here is the complete list of passers: Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on June 25 & 26, 2014. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete nametag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2014-2017. Successful examinees should personally register and sign in the Roster of Registered Professionals
